Homa Bay County hosts devolution conference under the theme 'For the People, For Prosperity'

Homa Bay County hosts the 2025 Devolution Conference, focusing on equity, inclusion, and social justice in governance.
Homa Bay County is set to take center stage in Kenya’s governance agenda this week as the Senate leads the charge in shaping the future of devolution at the 2025 Devolution Conference. The four-day event, scheduled from Tuesday, 12th to Friday, 15th August at Homa Bay High School, is expected to reaffirm the Senate’s Constitutional role to “protect County Governments and promote equitable development.”
President William Ruto is slated to officially open the conference on Wednesday, 13th August 2025, while former Prime Minister Raila Odinga will deliver the keynote address on the second day.
Now in its ninth edition, the biennial conference brings together national and county leaders, development partners, and citizens to assess the progress of devolution and chart a course for the future. The theme, “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice”, highlights a strong commitment to tackling regional inequalities and ensuring that all Counties benefit from the national development agenda.
This year’s event presents the Senate with a unique opportunity to advance its oversight and legislative priorities in support of more robust County Governments. By leading conversations on fair revenue sharing, transparent governance, and public participation, the Senate seeks to position Counties as key drivers of inclusive growth and effective service delivery.
