Nairobi county introduces borough system

The county government has established six boroughs that will serve as focal points for planning and service provision, bringing government services closer to residents.

This move aligns with the broader County Integrated Development Plan aimed at transforming Nairobi into a competitive city with an improved quality of life for its citizens.

The borough system will help address administrative challenges by breaking down the large county into more manageable units, enhancing accessibility to services and fostering participatory governance.

Each borough will oversee service delivery within its jurisdiction, ensuring tailored responses to local needs and more efficient government operations.

This structure supports ongoing efforts to strengthen urban planning, infrastructure development, and public service management at the county level.

The establishment of boroughs also aims to promote community engagement and streamline resource allocation, thus fostering transparency and accountability in governance.

Nairobi County’s adoption of this system marks a significant step towards enhancing local government responsiveness and inclusivity.

This initiative ties into Nairobi’s broader strategic development agenda, including the County’s Annual Development Plan and commitments under national policies promoting devolution and urban development.

By decentralizing governance, Nairobi County expects to facilitate better coordination among various sectors and improve overall service delivery to its rapidly growing population

Sakaja said the restructuring is intended to reduce bureaucratic delays and make county services more accessible, noting that borough managers will be directly accountable for operations in their respective areas.

“Every corner of the city now has a champion—Borough Managers who are accountable for local service delivery. This is not just an administrative change; it is a shift in how we serve Nairobians ,” he continued.

He added: “With the creation of six boroughs, we are bringing services closer to the people and ensuring every resident feels the impact of a responsive and accountable county government.”

The Central Borough, covering Starehe, Mathare, and Kamukunji, will be led by Charles Mabonga, with service centres at City Hall and Shauri Moyo.

The Eastern Borough, comprising Embakasi North, Embakasi West, and Embakasi Central, will be headed by George Muga, with a service centre at the Umoja I Sub County Administrator’s office.

The Western Borough, which includes Westlands, Dagoretti North, and Dagoretti South, will be overseen by Janet Kimeu, with a service centre at City Park.

The South Eastern Borough, covering Embakasi South, Embakasi East, and Makadara, will be managed by John Saruni. Its service centre will be located at Huduma Centre, Makadara.

The Southern Borough, comprising Kibra and Lang’ata, will be headed by Dabasso Wario, with services offered at Joseph Kangethe Social Hall.

The Northern Borough, covering Kasarani, Ruaraka, and Roysambu, will be led by Serah Gichamba, with a service centre at Gatharaini Grounds

Each borough will be overseen by a manager responsible for coordinating county functions within their area.
