FORMER IEBC EMPLOYEE ARRESTED FOR USING FORGED DEGREE TO SECURE PROMOTION
In a significant crackdown on fraudulent practices within public agencies, a former employee of the Independent Electoral and Boundaries Commission (IEBC) has been arrested for allegedly using a forged academic degree to secure a promotion within the institution.
The arrest, carried out by the Ethics and Anti Corruption Commission (EACC), marks a continued effort to uphold integrity and root out corruption in Kenya’s public service.
The individual, identified as Joash Kimurgor Kirwa, was apprehended on November 19, 2025, following investigations that revealed the submission of a falsified Bachelor of Arts degree in Social Studies (Public Administration), purportedly issued by Moi University.
This forged certificate was reportedly used to climb the employment ladder within IEBC, thereby unlawfully accessing higher pay grades and benefits.
Upon arrest, Kirwa was arraigned in Milimani Anti corruption Court on charges of forgery contrary to the Penal Code and the Anti corruption and Economic Crimes Act.
He pleaded not guilty and was released on a cash bail of Ksh 200,000 or bond of Ksh 500,000. His case is scheduled for mention on December 4, 2025.
This case resonates with previous incidents where IEBC officials have been implicated in similar forgery scandals, highlighting a systemic challenge in document verification within public institutions.
The EACC has reiterated its commitment to investigate and prosecute cases of diploma and degree forgery to protect public resources and ensure merit based appointments.
The arrest serves as a stern warning to those engaging in fraudulent acts to secure employment or promotion unlawfully, underscoring Kenya’s zero tolerance policy for corruption and theft of public property through deception.
