PRESIDENT RUTO TO DELIVER THIRD STATE OF THE NATION ADDRESS AMID RISING PUBLIC EXPECTATIONS
President William Ruto is set to deliver his third State of the Nation address on Thursday, November 20, 2025, at 2:30 pm before a joint sitting of Parliament.
The speech comes at a critical time as Kenya grapples with rising economic pressures, security challenges, and social issues with just under two years to the 2027 general elections.
The address, a constitutional obligation under Article 132(1), will focus on the government’s Bottom-Up Economic Transformation Agenda (BETA), which aims to foster inclusive economic growth.
President Ruto is expected to highlight the administration’s achievements in economic stabilisation, agriculture reform, healthcare access, affordable housing, youth digital opportunities, and infrastructure projects such as road expansions, railway extensions, and dam constructions.
Security concerns will feature prominently with updates on counter terrorism efforts, police modernisation, and community policing initiatives intended to tackle rising organized crime.
Additionally, the President will report on advancements in social health insurance, education reforms including funding for universities, and the continued rollout of the Affordable Housing Programme.
With public debt exceeding Sh11 trillion and cost of living pressures mounting, the address is expected to outline fiscal strategies to stabilize the economy, control borrowing, and ensure sustainable development.
The United Democratic Alliance (UDA) has expressed confidence in the President’s plans and progress, emphasizing the government’s blueprint for long-term transformation.
Political tensions are evident as some lawmakers announced plans to boycott the address, reflecting the polarized atmosphere ahead of the elections.
Nonetheless, the speech is highly anticipated by citizens seeking clarity and direction on Kenya’s future path.
