Mosiria’s new role will be in charge of Citizen Engagement and Customer Service, a move that forms part of a wider reorganization of county executive positions aimed at improving service delivery.

Mosiria, known for his outspoken approach and active enforcement in environmental matters, has been replaced by Hibram Otieno, formerly responsible for Medical Facilities.

Besides Geoffrey Mosiria, who was moved from the Environment docket to head Citizen Engagement and Customer Service, other prominent officials also experienced changes in their portfolios.

Hibram Otieno, previously the Chief Officer for Medical Facilities, was reassigned to lead the Environment docket, inheriting the role vacated by Mosiria.

This move is seen as a strategic shift aimed at strengthening environmental management with a fresh perspective.

In another significant change, Godfrey Akumali, who had been serving as acting County Secretary, was transferred to the Housing and Urban Renewal docket.

This shift aligns with efforts to boost urban planning and housing development in Nairobi amid rapid urbanization challenges.

The decision to move Mosiria comes after a period during which he gained attention for conducting raids and publicizing enforcement actions against illegal developments and environmental violations in Nairobi.

His approach was perceived by some colleagues as overshadowing the governor’s authority, although Governor Sakaja maintained that the changes are routine and within his mandate.

The reshuffle coincides with the creation of six new administrative boroughs aimed at enhancing governance and bringing services closer to Nairobi residents.

The governor and his administration emphasize that these changes seek to align talents with county goals and strengthen institutional capacities ahead of future challenges.
